The Eastern Ontario Development Program (EODP) EODF Image is a $10 million, short-term contribution to a program aimed at addressing socio-economic challenges in Eastern Ontario. The EODP is managed by FedNor, the regional economic development organization responsible for rural Eastern Ontario and is delivered by the 15 local Community Futures Development Corporations (CFDCs) in Eastern Ontario.
  The funding, from the Government of Canada, will allow rural Eastern Ontario communities to pursue the creation of a competitive and diversified regional economy through investment in community economic development, small business growth and job creation. The EODP consists of six funding elements including; Business Planning, Skills Development, Youth Interns, Local Initiatives, Community Capacity and Access to Capital. The details of each specific program element are listed below under each element heading, including Application Guides and Application Forms for each element of interest.

Skills Development Fund
  In acknowledgement of the significant financial investment required to train employees, applications may include direct training costs, travel and other related expenses. Funds will support legal commercial entities (including individuals, corporations, partnerships, cooperatives or trusts); or, groups, alliances or associations where the lead applicant represents business enterprises or the business community; or, Aboriginal organizations; by contributing to and encouraging further training of new or existing full-time employees (excl. seasonal employees), resulting in improved transferable skill sets for employers and in an enhanced local labour force.

Youth Retention and Attraction Initiative (Youth Intern Initiative)
  Applications will support intern positions in non-profit organizations, legal commercial entities, (including individuals, corporations, partnerships, cooperatives or trusts) or, groups, alliances or associations where the lead applicant represents business enterprises or the business community, or Aboriginal organizations, providing recent college or university graduates with skills gained from full-time work experience in business and/or community development fields. The internships will demonstrate the advantages of living and working locally. The program will also provide local organizations and companies the opportunity to hire qualified individuals to undertake special capacity building assignments or incremental activities not currently within their budget. Eligible applicants are; non-profit organizations, including municipalities, municipal organizations, corporations, community development organization and/or association; or, a legal commercial entity, including individuals, corporations, partnerships, cooperatives or trusts; or, groups, alliances or associations where the lead applicant represents business enterprises or the business community; or, an Aboriginal organization; and, that are conducting activities in the City of Kawartha Lakes.

Local Initiatives Program
  Local Initiative projects will stimulate business and economic development opportunities and may support activities such as; community economic development projects, research projects, marketing/promotional activities, tourism events, seminars/workshops, technology/innovation projects, and small scale capital projects. Eligible applicants include non-profit organizations, including municipalities, municipal organizations, corporations, community development organization and/or association; or, an Aboriginal organization; or, a group or alliance of those described above (where a lead recipient has been identified); and, which are conducting activities in the City of Kawartha Lakes.

Business Planning Initiative
  Business Planning projects will support community-based initiatives that stimulate business development opportunities within the City of Kawartha Lakes. Eligible applicants include legal commercial entities, including individuals, corporations, partnerships, cooperatives or trusts; or, groups, alliances or associations where the lead applicant represents business enterprises or the business community; or, an Aboriginal organization. Projects may include activities such as; research; business plan and marketing plan development; development of export plans and activities; feasibility studies; research & development initiatives; strategic plans; trade show attendance; and other activities designed to stimulate business opportunities.

Access to Capital Program
  Projects will support investment within the City of Kawartha Lakes area that stimulates business growth and assists in long-term economic development. Projects may include loans to offset some of the costs associated with retrofitting vacant or under-utilized commercial, industrial or retail lands and properties to make them more appealing to businesses and customers. Eligible recipients are local small-and medium-sized businesses or local municipalities.

Community Capacity Initiative
  Proposed Community Capacity projects will strengthen the local area by incrementally addressing local needs and priorities and will result in long term benefits including job creation, economic diversification and enhanced business competitiveness. Projects must demonstrate significant direct or indirect impact on the enhancement of local business and/or the community as a whole and should evidence support from partners in the private and/or public sectors. Eligible applicants include non-profit organizations, including municipalities, CFDCs, or Aboriginal organizations or groups or alliances of those described above (where a lead recipient has been identified). Projects will demonstrate broad support for the respective community and offer sustainable and measurable economic benefits to the local and/or regional economy.
